Rosemarin Belliard counsels employers across diverse industries on the full range of employment-based immigration matters, including PERM Labor Certification process, EB-1 petitions for individuals of extraordinary ability, outstanding researchers, multinational managers/executives, and National Interest Waivers. She advises clients on strategic immigration planning and compliance, partnering closely with human resources teams to support the mobility, retention and long-term workforce needs of key talent. Rosemarin also advises individuals and families on immigration matters, including adjustment of status, work and travel authorization, and naturalization, and she regularly represents clients at USCIS interviews across the tri-state area and nationwide.
With nearly a decade of experience, Rosemarin has counseled global corporations on complex employment-based immigrant and nonimmigrant matters across a wide range of industries including financial services, science, media and arts, fashion, information technology and higher education nonprofit institutions. Prior to joining Barst, Rosemarin built her practice across Am Law 100 and mid-sized firm settings and later founded and led her own solo practice.
Rosemarin earned her B.A. degree in Political Science from CUNY John Jay College of Criminal Justice and her J.D. from New York Law School. Prior to law school, Rosemarin was selected as the New York City Urban Fellow for the Mayor’s Office of Immigrant Affairs, where she assisted the office in its mission to facilitate the successful integration of immigrant New Yorkers into the civic, cultural and economic fabric of the city.
Her professional leadership spans national and local bar associations and non-profit organizations, including her service as President of the Dominican Bar Association, Secretary of the American Foreign Law Association, National Board Member of the 100 Hispanic Women National, Inc., and as Affiliate Delegate of the Hispanic National Bar Association. She maintains active membership with the American Immigration Lawyers Association (AILA) and previously served as Co-Chair of the AILA New York Chapter Corporate Practice Committee and Department of Labor Committee.
As the daughter of immigrants from the Dominican Republic, Rosemarin brings a personal and deeply informed perspective to her advocacy. She remains committed to protecting the rights of immigrants in the U.S, and her dedication is further reflected through her extensive pro bono work with community-based organizations throughout New York City.
